No, the game randomly generates babies to parents - single, married, or otherwise. People are complaining all of the SIms3 boards about it. Someone offered this helpful hack from MATY as a soluton:

This makes it so you only have babies when you want to, not while you're playing a different house. (plus lots of other stuff)
I finally got over to the Goths & got the same surprise! I wanted to play Cornilia, who seemed like a cool rocker chick, but when I got there, she was an elder! I'm trying to get Gunther Goth to take the ghost of Lolita Goth to the science lab to make her playable, but the stupid game isn't giving me the option. Man, I miss cheats!
Does anyone know where the family tree button is? I know you can view it, but I can't find it!

Yeah, I saw that hack, Jill. Right now, I'm playing hack-free. That's not an easy feat for me...

The family tree tab is under the simology tab. It's the very first one in line, the one with the plumbbob symbol.

It's SO stupid how the game randomly generates babies and includes single fathers, especially since the family tree shows no mother. I guess that means it's sort of like the babies were adopted. The REALLY stupid part about my guy 'having a baby' is the fact that he has 'loner' as one of h is traits. Why the hell would a loner want to adopt a baby?

i only have one family on my game and i started it with a none married couple and got them married just so i could see how hard it was without cheats to get them in a good enough relationship.

Once i got them married because she has the LTW thing as surrounded by family she wants to have 5 children grow from babies to teens, i decided straight after the private marriage to start a family.

so she got pregnant and had triplets all girls then once i had grown them up i got her pregnant again and she now has twin boys.

So my family now consist of:
mum: Charlotte
dad: Callum
The three girls (child): Poppy, Annabelle and Stacey
The Twin Boys (babies): Paul and Jack

i have made others but deleted them afterwards

LOL... well, it didn't take her long to have all the babies she wanted, Anna!

It's not that hard, actually, to get two sims into a relationship. If you just keep using the romantic actions, eventually the option pops up to go steady, and then to engage and marry.
